Job Description

**Context**

Within the PMC team, the Tunnel Engineer supports tunnel design review against FEED and applicable standards and performs site-based audit/inspection of construction (cut-and-cover/mined sections, portals and transition boxes) in accordance with the Construction and Quality Management Plans and Vietnamese decrees on design appraisal and quality management.

**Main duties**

• Review the Contractor’s construction design and documentation for underground works (drawings, method statements, calculations, quantity reports, ITPs) and construction records (NCRs, Site Modifications, Variations); issue consolidated comments and track close-out in the EDMS/CDE.

• Attend regular coordination meetings with Employer/Contractor; record decisions and actions; escalate risks and blockers.

• Conduct regular site inspections and focused audits on: temporary works, excavation support and monitoring, waterproofing, concrete and reinforcement, segment fabrication/installation (if any), portals and transition structures; verify compliance with approved method statements and Vietnamese HSE rules.

• Monitor and review the Contractor’s schedule for tunnel activities; compare progress vs. approved programme; highlight threats to milestones and prerequisites.

• Report findings (inspections, progress, risks, interfaces) to the Expatriate Tunnel Engineer and Resident CW Engineer; provide weekly inputs and monthly summaries for PMO reports.

• Support management of internal/external interfaces at underground works (track/OCS interfaces at portals, power/comm/ventilation rooms, egress/clearances, cable routes, EMC/earthing); ensure items are captured in the Interface Register/ICDs and coordinated through BIM reviews.

**Daily activities (minimum)**

• Review documentation received from the Contractor and respond within agreed cycles; maintain a comments log and close-out register.

• Assess progress of works against the approved programme; verify physical progress and quantities.

• Coordinate with Site Inspectors for surveillance, hold/witness points and punch follow-up.

• Carry out site inspections; verify compliance with regulations and approved method statements; raise and track NCRs/punch items to closure.

• Check interfaces with other contractors and systems at portals/underground rooms; raise interface issues and support ICD updates.

• Maintain detailed records: comment sheets, inspection reports, MoMs with Employer/Contractor, progress notes, delays and associated evidence; file all in EDMS with correct metadata.

**Core deliverables**

• Tunnel design review comment sheets and close-out logs (EDMS).

• Site inspection/audit reports; NCR and punch registers with closure evidence.

• Weekly inputs and monthly summaries for PMO; risk/issue updates for dashboards.

• Interface inputs and approved ICD extracts for tunnel–systems/portal boundaries.

• Acceptance dossier inputs: as-built checks, ITP completions, monitoring summaries for completion/TOC files.

**Success measures (KPIs)**

• % design comments closed on time (target ≥90%).

• % NCR/punch items closed within target cycle time (e.g., ≤30 days) and zero critical NCRs open past due.

• Zero use of superseded drawings/models; ≥98% EDMS filing compliance.

• No interface-related blockers on critical path at portals/underground rooms.

• HSE: zero lost-time incidents for Consultant’s activities; timely closure of audit findings.

Qualifications

• University degree in Civil/Geotechnical/Structural Engineering (or construction engineering); relevant professional certification preferred.

• Experience: either 8–12+ years in consulting/construction for tunnel/underground works; or 10+ years including ≥5 years on similar scale rail/urban projects.

• Proven field experience in cut-and-cover and/or mined tunnelling, including jet grouting/ground treatment, temporary works, waterproofing, concrete formwork/placement, reinforcement installation.

• Sound understanding of Vietnamese construction regulations and relevant international standards for tunnelling/structures (e.g., EN/Eurocodes; NFPA/EN for tunnel fire-life safety where applicable).

• Understands and applies safety principles and inspection workflows; familiar with BIM-based coordination and EDMS/CDE review processes.

• Languages: Vietnamese (native) and English (fluent working level).

• Reactivity to anticipate problems, propose solutions and evaluate risks.

• Ability to work in a multi-cultural environment and to coordinate with a wide range of workers and engineers.
