Job Description

Context

Within the BT–CG HSR line-level organisation, the QA/QC & Internal HSE Lead establishes and operates the Project Quality Management Plan and the Field HSE Plan for the Consultant’s scope, coordinates with contractors on conformance audits, and maintains audit-ready records aligned with the project’s management framework, stakeholder and authority interfaces, and EDMS routines.

Main duties

• Quality management system (QMS)

- Implement and maintain the Quality Management Plan; define procedures, templates and KPIs (NCRs, punch lists, MOA/acceptance, audit findings, close-out).

- Guide technical teams on QA/QC workflows; consolidate Engineer’s comments on contractor submissions; coordinate QA/QC meetings (incl. punch coordination).

- Oversee as-built dossier approval workflow (coordination meetings, templates, verification, EDMS filing).

- Support completion readiness: coordinate inputs for Taking-Over documentation and Engineer’s Completion Reports.


• Internal HSE management

- Implement the Field HSE Plan for the Consultant’s activities; maintain HSE registers and local certification/training records.

- Plan and participate in internal HSE inspections/tours; coordinate with contractors and client on management inspections; verify corrective actions and close-out.

- Assist incident/accident investigations for learning and prevention; promote HSE culture across offices/sites.


• Audits, inspections and compliance

- Plan and facilitate internal audits and surveillance; support external/authority/ISA interfaces for quality and HSE topics.

- Keep registers of contractor insurances/permits relevant to QA/HSE deliverables; track renewals and compliance.


• Reporting and coordination

- Produce weekly and monthly QA/HSE dashboards (KPIs, NCRs, punch closure, audit status, incident stats).

- Ensure complete EDMS records for QA/HSE documents; interface with Stakeholder/Communication leads for authority submissions (e.g., Fire, MONRE).

- Contribute to PMO progress reports; escalate risks and non-conformities with mitigation plans.

- Core deliverables


• Quality Management Plan and Field HSE Plan (Consultant scope) with procedures and forms.

• QA/HSE KPI dashboards; audit and inspection plans, reports and close-out records.

• NCR and punch registers; acceptance/MOA templates and approval logs.

• As-built dossier coordination records; completion/TOC evidence trackers.

• Training and certification logs for internal HSE competency.


Interfaces and collaboration

• Internal: Project Director, PMO, Package Managers, Technical Leads, Document Control, Risk, Contract/Claims.

• External: Client counterparts, Contractors’ QA/HSE teams, ISA/ICE, and relevant authorities (e.g., Fire Department, MONRE), per project plan.


Success measures (KPIs)

• Audit findings closed on time; NCR and punch closure rates vs. targets.

• As-built and acceptance dossier approvals achieved to programme.

• Zero lost-time incidents for Consultant’s activities; timely closure of HSE actions.

• Complete, audit-ready EDMS filing for QA/HSE records.

Qualifications

• Engineering degree (civil/MEPF or equivalent) with additional HSE/quality training preferred.

• 10–15+ years in QA/QC and HSE on major rail or complex infrastructure, covering design, construction/installation and T&C.

• Strong knowledge of QA/QC methods (audits, NCRs, punch management, acceptance) and HSE systems; familiarity with Vietnamese regulations and international standards.

• Proficient in MS Office (advanced Excel for KPIs) and EDMS practices.


Languages

• English: good spoken and written; Vietnamese: native.
