JOB OVERVIEW
The Project Manager will collaborate closely with Aspire team members, external consultants, and contractors to ensure the effective delivery of development projects. This role requires cross-functional coordination across commercial, legal, and technical disciplines. Key responsibilities include stakeholder management, cost optimization, contract negotiation, and the implementation of industry best practices. The ideal candidate will possess strong experience in managing real estate development projects from inception through to completion, with a solid understanding of both technical execution and the standard documentation required for successful project delivery. The successful candidate will be proficient in both written and spoken English, reporting directly to the Development Director.
DUTIES AND RESPONSIBILITIES
Legal & Regulatory Management:
• Knowledge of urban planning concepts, land use regulations, and zoning ordinances to facilitate the development of projects that align with HCMC’s long-term planning goals.
• Knowledge of building codes, standards, and regulations applicable to construction projects, ensuring that construction activities comply with legal requirements and industry best practices.
• Proficiency to evaluate and monitor the work of legal consultants to ensure that all legal aspects of the projects are compliant.
Commercial Management:
• Supervise in-house Cost & Commercial Manager to lead commercial management initiatives for “hub” and “spoke” development projects.
• Ensure that all project cost-related information is meticulously reported.
• Take the lead on advising, selecting and appointing third-party vendors.
• Actively seek out and capitalize on supply chain opportunities.
• Prepare contracts and negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.
• Consolidate project cost data offering benchmarking data for internal cost estimations.
Stakeholder Management:
• Strong leadership skills to motivate internal and external team stakeholders.
• Foster collaboration and resolve conflicts effectively ensuring that everyone works towards common project objectives.
• Proficiency in preparing detailed reports on project progress to inform stakeholders.
Project Management:
• Ability to conduct comprehensive risk assessments, including identifying potential hazards, assessing their likelihood and impact, and developing mitigation measures to minimize risks to projects. Compilation and monitoring o Risk Register.
• Knowledge of key Project Management documentation including Project Execution Plan.
• Strong people management skills and ability to coordinate and manage the site management team effectively.
• Understanding of construction methodologies, sequencing, and best practices to effectively manage “hub” and “spoke” projects.
• Proficiency in scheduling software and critical path analysis techniques to develop project schedules, identify critical activities, and optimize project timelines for timely completion.
• Implementation of quality assurance and control processes to ensure that construction activities meet specified standards and requirements, conducting inspections, tests, and audits to verify compliance and address any deficiencies.
• Implementing health & safety protocols and procedures to the safety of all, not limited to risk assessments, safety plans, and compliance with regulations to prevent accidents and injuries.
Efficiencies & Improvements:
• Identify opportunities for reducing costs by implementing environmentally friendly construction practices and utilizing sustainable materials.
• Familiarity with energy-efficient design principles, renewable energy technologies, and green building certification programs to optimize building performance and meet sustainability goals.
• Experience in real estate operations is preferable to provide valuable insights into market demands, operational challenges, and strategies for optimizing property performance.
• Experience with technology implementation to enhance visualization, collaboration, and coordination among project stakeholders throughout the project phases.
Qualification
• Degree holder in Engineering or related discipline
• Membership or association to recognized industry bodies or institutes is preferable
Experience
• Minimum of 12 years of relevant experience
• Preferred experience in residential, townhouse or hotel projects
• Experience working on real estate projects in Vietnam
• Experience working with foreign companies is preferred

• Strong spoken and written English
• Proficiency in precise meticulous reporting, with a strong focus on accuracy and attention to detail
• Strong analytical and problem-solving capabilities
• Strong communication and interpersonal skills are required to be successful in the role

• Excellent ability in developing close working relationships and leveraging these to deliver more in their day-to-day activities

• A track record of managing own and other workloads
